Interesting. I can replicate that behaviour on a couple of versions of Excel 2016 (the Insider Fast and Semi Annual channel)
Does seem a bit inconsistent. When you click the filter button you'd expect to stay on the scrolled part of the screen you are on.
I'd recommend you go to File > Feedback and Send a Frown with your explanation attached
