Excel error

Hi, I started Excel in safe mode and got this message, "The operating system is not presently configured to run this application" I get the same message when I try to open Excel from my original desktop shortcut, a new desktop shortcut opens Excel but the same issue occurs, I can only open documents from the Excel application.
