Excel Drag & Drop Clipboard

Trying to drag a cell value to a new cell causes a delay and then the dialogue box: "There's a problem with the clipboard, but you can still paste your content within this workbook."

Have researched online extensively.  There is a significant amount of related content online.  Many have encountered this issue.  None of the suggested fixes have worked.  Not "Enable Live Preview"... not "Repair" (either option).  Have worked with Excel for 30 years.  This unaddressed issue is extremely frustrating and a black mark on microsoft.
