Excel default date display

Windows 11. The default date display is in the format. 6.12.2021 ( Finish=Suomi)
When I enter Excel 6/12 - excel shows it on 6.joulu
I would always like it to show by default on 6.12.2021
(i.e. the default date format entered)
Microsoft states that the default operating system format is also excel, but this does not appear to be the case.
Is it even possible to change it other than just changing the formatting of the cells ??

    If the cell has not yet been formatted as a date, and if you only enter the day and month, Excel will automatically apply a format with only the day and month. You cannot change that.

    It's best to format the range with the desired date format before starting to enter dates. (Or include the year - it doesn't matter whether you use 2 or 4 digits for the year)
