Excel decimal problem

Hello guys. I have a problem in Excel. The decimal symbol is used as a decimal point in my region. As I mentioned in the photos, when there are 3 digits after the point, it increases the number to thousands. Even though I deleted and reinstalled Excel, this problem did not improve. Because of this, unfortunately, my works is interrupted. Can you help me?
