excel created in wrong language
When I right click and create a new excel, it is created in arabic language

Press Alt + F key and then press "T" work. It will open the Options and then you will see language in left which is 5th Option. Here you can change the language from Arabic to English or you may remove Arabic. Just select English and it will work. Hope it helps 🙂

jukapil thanks for the quick response. i check this before posting here. it was English. for peace of mind, I removed other languages and moved the english to the 1st and 2nd option. still no luck

Is it Arabic language or only columns are in opposite direction?
If the latest, please check

SergeiBaklan thanks for this tip. both are issues. i changed the settings as you mentioned. the orientation changed for the sheet (couldn't change the language though). the issue is, as soon as I save and exit, and then go back and create a brand new sheet, it seems to reset itself. mind you this is a brand new laptop so maybe some configurations in laptop itself?

That could be. Please check your Region setting.
