Excel counting and functions

So I got some really great feedback last time I had a question about Excel, so I'm hoping I might be able to pick your guys' brains further.

I have an Excel program I'm trying to write to keep track of welded components in my shop, so that my employees can input which parts have been completed in order to visually identify when a project is completed. Using conditional formatting I have achieved this with great success.

 

However, I would like to know if it's possible for my employees who do components in large batches to type a number in a cell, for example "5", and insead of the cell simply accepting 5 as a base value, if the cell could take the number "5", and simply input a "1" in a column for the next 5 cells. 

An example (typed out manually of course) looking something like this:

Where Cell A9 is incorrect, I would like it to format like cell C9, where the "5" was inputted by the user, and Excel then filled in the corresponding number of cells below. 

I don't even know if this is actually POSSIBLY with Excel, but if someone can point me in the right direction, that would be awesome!
