Both are available on Beta channel only. You are on Monthly Enterprise. I guess it takes at least few months more from Beta to Monthly Enterprise.

I've recently purchased M365 primarily for Python experimentation. I have python in Excel running as expected on Win10 Pro build 19045 with M365 Insider / Beta ChannelFor the experiments it's good enough. But I'd avoid to start with any real projects since rules of the game are not defined yet. In production some functionality becomes paid and set of available libraries could be changed.
