Excel Black and Red dots where Minimize and Close normally are. Also scroll areas.

Recently did a Windows update to my pc. When using Excel now I notice there are several black dots not in the cells but where the Close and Minimize areas are at the top of the screen. Additionally, there are red dots in the scroll areas (top and bottom of vertical scroll and left and right of the horizontal scroll area). What is this caused from and how to I get rid of them?
