If your new pc is a desktop - question, what type of monitor are you using?
If it is 4K can you switch to alternative e.g. HD monitor and try to see if problem resolved.
Have had similar issue and switching to HD monitor appears to resolve issue.
If so then either W11 or desktop are having problem in managing 'memory leakage'
