I guess you mean this Learn how to use the My Cashflow template with Excel 2016 template. Yes, Power Pivot is available only for Enterprize subscriptions of O365 and standalone ProPlus Where is Power Pivot?
On the other hand you may use the template as it is. And even with Excel 2016 Home you may edit/add measures if unhide FieldList in ribbo PivotTable Tools ->Analyse. Right click on exisiting measure to edit it, or right click on table name to edit new measure.
