Excel 2016 Developer Tab XML export is missing after installing 2004 feature update.

I'm in the process of updating our W10 machines from 1809 to 2004 feature update. On a couple of the updated machines, in Excel Developer Tab, The XML options are missing for the user. The only option is XML source. If I login as admin, its available. I'd like to avoid deleting the user's profile. Has anyone experienced this?
