The Forecast feature was introduced in Excel 2016, so it's not available in Excel 2010. See: Create a forecast in Excel 2016.
If you do have it, but it's not enabled, that would be becase you don't have an appropriate data set. It requires two corresponding data series:
- A series with date or time entries for the timeline
- A series with corresponding values
