Entering Dates
I formatted a column as date, like this: 30-Mar
When I enter a date in 1930 I enter like, 30-Mar-30 and then the cell shows 30-Mar and the edit box at the top of the sheet says 3/30/1930. Fine!
However when I enter a 1929 date I enter like, 30-Mar-29 then the cell shows 30-Mar but the edit box says 3/30/2029.
Why is 1930 behavior different?

It looks like this is a windows setting. James Sturms was kind enough to point me to the correct article for documentation:

If you want to change this setting you can go to Control Panel > Clock Language and Region > Change Date Time or Number Formats > Additional Settings > Date
