End of cell range and endless border below cell range.

I need help fixing an issue with a sheet.   

For the life of me I can't fix it using what I've read online.

I'm trying to delete the unused columns and rows as the range goes wayyyy past where I need.

Nothing I try is successful.  

Also there is a border line that keep showing up below my cell range. (see pic).

When I delete the unneeded rows the border line shows up and does down many rows below the range. 

 

I can send the worksheet to someone if they'd like to take a stab at it.

    First return to Normal View
    Press CTRL-END
    Hold SHIFT key
    Press END
    Press ARROW_UP
    Press ARROW_DOWN
    Release SHIFT key
    Right click on the selected cells
    Select "Delete rows …"
    Select "Entire row"
    Klick OK
    Save Workbook
    Close Workbook

     

    Check: 

    Open Workbook
    Press CTRL-END
