According to this page: http://www.techyv.com/questions/visual-studio-2010-dtd-xsd/ Visual Studio should be able to generate an XSD form the DTD for you, which you should be able to use to open XML files which adhere to that DTD.

Starting from version 2007 Excel doesn't support DTD files. Some workarounds are here https://stackoverflow.com/questions/22403907/error-1072896636-dtd-prohibited-when-opening-xml-file-in-excel-what-do-i-do but i didn't test.
