Don't Move or Size with Cells

I've copied some graphics from one workbook to another, all the while they had Don't Move or Size with Cells selected, and I checked to make sure it was active after they were pasted, but they are still resized when I alter the row size.  I also tried selecting a different option, then reselecting it, but no luck.  Any solutions here?  Excel 365, latest version.  PC
