Disable "save as" defaulting to OneDrive, but do not disable OneDrive - possible?

Have the "Save to Computer by default" checked. That worked for me because I also spent way to much time stressing about this.
I am not happy with OneDrive, I shut it off on my Desktop, and when I got to My Documents folder it is mostly empty. So when OD synced my files it put them in a cloud. Now I get to copy them all from my laptop back to my desktop.
Also, when its busy syncing newly created folders, you can't change folder names or delete folders once you empty them. Who came up with this ridiculous nonsense. Truthfully, I have never been a huge cloud fan, I thought it would keep my files synced between my two computers, NOT!
I have been a huge Microsoft fan since 2001, wouldn't think of using any other Office Platform, and absolutely abhor Mac stuff. But to take anyone's files and put them in cloud storage by removing them from a PC is head-scratching at the least.
