Default fonts when opening .xls files

Using Excel 2016, we have an application that produces .xls files.  When opening the same file for different users we see the data in different font sizes.  The font seen is either Arial Unicode MS size 9 or Arial size 7.  The font does not match the value seen in options>general (Arial size 10).  Unable to find where this other default font is coming from.
