Decision Matrix on Excel
I'm having a hard time understanding exactly what you're looking for and why. Now, before you ask "Why, then, are you responding?" let me add this: I spent quite a few years during my career teaching decision analysis methods, using one type of matrix (weighted criteria on the vertical axis; alternatives on the horizontal, with scores vis-a-vis the various criteria)..... so it's not as though I'm a total novice in this subject area.
But for just the reason that decision matrices can be helpful--there are always multiple alternatives to assess and evaluate--there are also multiple ways to analyze decisions. And depending on the setting, some may be total overkill; depending on the setting, what may be most useful is NOT a method that emphasizes weights and scores, but rather a method that stimulates deeper, less mechanical, thought.
So why don't you tell us a bit more of the context: who is this for? What kinds of decisions? What's at stake? And so forth.

About the decision matrix, what we want to aim is to evaluate the ideas that we will write down after a workshop about how to handle a entrepreneurial challenge. So, we have some factors, that we calculate and after that we made a scatter chart in order to visualize, but I would like to add some dimensions as well for the impact and effort (with low medium high).
I don't know if the scatter chart can be transformed in a way that will be useful for this.
