Date AND Time functions

I have spreadsheet wherein people have selected a date and a time predicting an event, in this case the birth of my grandchild.  For those that have selected the correct date, I want to be able to determine with a formula who is closest by time to the actual time.  If no one has selected the date accurately, I then want to determine who is closest using both date and time.
