Data ranking depend on multiple columns

In this case, use a RANK and 2x SUMPRODUCT.
=RANK(P2,$P$2:$P$21)+SUMPRODUCT(--(P2=$P$2:$P$21),--(Q2<$Q$2:$Q$21))+SUMPRODUCT(--(Q2=$Q$2:$Q$21),--(R2<$R$2:$R$21))
