data labels in xy charts

I have two series plotted in xy charts. I am using the "Value From Cells" option. However, only one series shows up with labels. I have tried plotting the second series on the secondary axis, but makes no difference.

Also, on some occasions the first series has a few missing labels. Sometimes I can enter the cell address, other times I have to manually type the label.

Any suggestions?
