Data Bar Min/Max
Is it still possible to set a maximum for a data bar so that the bar length represents how close the number inside the cell is to the maximum?

Yes you should be able to. Open conditional Formatting Rules Manager and double click the Data Bar you want to change. Change the Min and Max Type each to Number and then in box below type the fixed min and max values to use. For example:
The length of a data bar represents the value in the cell relative to the lowest and highest value in the Conditional Format range, so in theory this is already what is supposed to happen. Can you try to explain what it is you are after as apparently this doen't do what you want?
