Custom Sort not Working
I am trying to do a custom sort for an Excel class I am taking in college. The instructor demonstrates doing a custom sort. However, when I try to duplicate what he is doing, Excel 365 isn't doing it. I have attached a screenshot of how I have the custom sort configured. Custom sort will sort by the first level, but then it isn't sorting by the second level.
The spreadsheet is supposed to sort on year 2006 in ascending format, which it does. However, it is then supposed to sort the region alphabetically, but it isn't. The data never changes. The image below shows that the region never sorted.

Images shows correct sorting.
- first level of sorting is sort of values in column 2006
- second level sorts region within first level, i.e. for having same value in 2006

In the sample file the custom sort works according to the settings. The data for year 2006 is sorted in ascending order and the region is sorted A to Z. For example for year 2006 there are 3 entries for 119 and the region is sorted "Northeast", "Northeast" and "Southeast" which is in perfect order from A to Z. For the values 96 and 124 there are 2 entries each and they are sorted "Northeast" and "West" from A to Z.
