custom formatting of years prior to 1900

This is not a bug!
Excel's https://support.office.com/en-us/article/date-systems-in-excel-e7fe7167-48a9-4b96-bb53-5612a800b487 is programmed this way.
The starting date of the date system is 1/1/1900.
