Counting specific times of day

I am looking to count how many times a specific time of day (I.E. 9 AM) appears in a spreadsheet. Is there a conditional formula that could produce this output?

    Do you want to count occurrences of exactly 9:00 AM?

     

    =COUNTIF(range, TIME(9, 0, 0))

    For this example, yes. I understand that I can adjust the time formula for specific hours, minutes, and seconds. The formula worked by the way. Thank you!
