You dates are wrongly inputted. Try-
=COUNTIFS(Inspections!G3:G550,"Unsat", Inspections!B3:B550, ">=" & DATE(2023,1,1), Inspections!B3:B550, "<=" & DATE(2023,12,31))

=COUNTIFS(Inspections!G3:G550,"Unsat", Inspections!B3:B550, ">=" & DATE(2023,1,1), Inspections!B3:B550, "<=" & DATE(2023,12,31))
