In B2:
=COUNTIFS($J$2:$J$10, $A2, $L$2:$L$10, B$1)
Fill down, then to the right (or vice versa).
With modern Excel you may use
=PIVOTBY($K$1:$K$10, $M$1:$M$10, $L$1:$L$10,COUNT,,0,,0)
