Converting PDF to Excel -messy data cleanup

Hello,

Does anyone have a suggestion how to quickly transform data table I exported from PDF to Excel. I already tried using Power Pivot "Get Data" and it returns empty tables, so I cannot use this option. One example would be below. I have tons of tables that I need to "clean up". Sometimes it is merged cells, sometimes a column missing a year header, etc. Maybe there is a more effective way to export this data to an excel file? I am using an Acrobat PDF exporter....Thank you!
