Conditonal Formatting in Excel

Perhaps
=(A3>EDATE(TODAY(),-12))*ISNUMBER(A3)for the green and
=(A3<=EDATE(TODAY(),-12))*(A3>1)for the red, applied to =$A$3:$I$8
