Conditional Formatting with Formulas

I'm new to using Excel, and really don't have a clue.  I'm trying to track the winning lottery numbers based on the combination of a set of variables.  I would like to format the occurrence of the  winning numbers (column C)  that come up for each of the variations Columns K:FB per Draw.  Each Draw has 6 rows.  So far I have been doing this using built in Conditional Formatting, and I have tried to do it with a formula but I can't seem to get my formula to work.  any suggestions?
