Conditional formatting question

I have been trying to apply conditional formatting to the following table and can't figure out how to do it. I need to compare the difference percentage between the Actual % column and the Target % column and fill the color of the cell with red, yellow or green depending on the difference (the column that will need the color is the Actual % column).  I'm assuming I need to use Conditional Formatting with formulas to do this. but I really can't figure it out. Any help, please! 

Rules 1: If the Actual % is the same or more than the Target %, cell turns green

Rule 2: If the Actual % is less -1% below, cell turns green.

Rule 3: If the Actual % is less than -3% than the Target, then turns red.

Rule 4: If the Actual % is between -2% and -3% turn yellow.
