Conditional Formatting formula

That--having a 1 or 0 appear--is not a matter of formatting column C. It's a formula, along the lines of
=IFS(B2="Yes",1,B2="No",0,B2="","")
I added the last condition because presumably that blank will exist for a while, when there's not been any response.
Now, if you do want conditional formatting, that's another matter. So let me ask you how you want it formatted? Green if 1, Red if 0, Yellow or nothing if still blank? This set of rules might work:
