You may want to verify your data is clean with no spaces before or after each given status. Additionally, I recommend focusing the conditional formatting on used cells instead of the entire row. Conditional can work when applied to the entire sheet but it uses more resources. Excel even includes a tool for eliminating formatting beyond the data.

That was it! I must have hit the "space bar" after typing "Billed, and Paid" in my drop down menu. God that was frustrating! Thank you very much. I spent hours redoing this, and that's all it was.
