Comments/Collaborations with outside organizations
I often share my spreadsheets with clients outside of my organization. When I @comment someone outside of MY organization (even though workbook is shared with them) I cannot tag them! HELP

To my knowledge mentions work only if the file is kept Sharepoint / Onedrive (or synced folder) and if the contact of the person is recognizable within your tenant. Other words, IT admins shall add such contact to active directory.

SergeiBaklan Would you advise sharing the folder in which it houses as opposed to sharing the workbook directly?

Sorry, afraid I didn't understand what do you mean. You may share in any folder to which your contacts have access.
