Comments/Collaborations with outside organizations
To my knowledge mentions work only if the file is kept Sharepoint / Onedrive (or synced folder) and if the contact of the person is recognizable within your tenant. Other words, IT admins shall add such contact to active directory.

Our company works with our client and we have access to their MS Teams and Azure DevOps, using our company's Microsoft account credentials. We also have read/write access to some of their SharePoint sites. Does that count?
Our client hires multiple vendors (including us). And we, as multiple vendors, collaborate on the same Excel spreadsheets in our client's SharePoint. I find that I am unable to @mention users from a different vendor organization, even though we both have read/write access to the same Excel spreadsheets.

SergeiBaklan Would you advise sharing the folder in which it houses as opposed to sharing the workbook directly?

Sorry, afraid I didn't understand what do you mean. You may share in any folder to which your contacts have access.
