All you need to do is select the cells in question and then use Conditional Formatting dialog box to find this;

  I'm not aware that this is even possible. Isn't the red drawing enough attention?

    red drawing is not enough to call attention, because i used color for some cell already. this time, i need blinking for cell requires input or blank cell so that person must enter value on it.
