To my knowledge co-authoring doesn't work on password-protected files, you may vote for this idea here https://excel.uservoice.com/forums/304921-excel-for-windows-desktop-application/suggestions/32292358-allow-autosave-co-authoring-for-password-protected
On the other hand if you keep the file on Sharepoint site / Onedrive it's more reliable and secure to protect the file on this level.
