Collaborate in excel
Is it able to make an excel file edited by different people? In that case, everyone can only edit part of the file (like one column but they can only view other columns).

On first question - yes. If you are Office365 subscriber you may allow co-authoring and collaboration https://support.office.com/en-us/article/collaborate-on-excel-workbooks-at-the-same-time-with-co-authoring-7152aa8b-b791-414c-a3bb-3024e46fb104. If not, you may share the file for editing.
On second question - to my knowledge that doesn't work.
