Circles and Arrows

When I click into some of the cells on my Excel 2016 spreadsheet, my cursor changes into 4 outgoing arrows and these circles and arrows with a circular sign pop up and then I can't do anything inside the cell.  How do I stop this from happening?  I don't have this problem on my older spreadsheets.
