"Chart Recommendations" feature does not exist on Excel Web
Nagato , so, you have to have such feature. I'd repeat your question on answers.microsoft.com, they are are more close to support. Or, if you have such option in your subscription, contact support directly. Don't forget to mention on which exactly subscription you are and what are your regional settings on web.
