Cells move when saved as an HTML ( VS Background Image)

Hi All - I am having an issue when saving an excel file as an html file. I have a background image that I am attempting to overlay the "grid" of excel and use the cells to identify the underlying background image. 

When I save as html and view on a browser, the cell I've labelled has moved. Please see attached image.
