Cell Limits

Perhaps not "live". But, as an example, when your description is in A1, you could type
=LEN(A1)..... in the cell next to it to display the number of characters (= length) in A1 as soon as one presses Enter. You don't really need it, though, as the validation will not accept anything longer than 30 characters.
You can validate the input in the description field. Choose the range (or an entire column). Then in the top menu, "Data", "Validation...". Then choose "Text length"," less than or equal to", "30". Like in the picture below.
Taken on a Mac, but I'm confident that it looks similar on a PC.

I have a data tab but i do not see an option for validation?

Yes you do. See the red arrow in attached picture.
But in the top menu you should have Data as well. There you can also find "Validation...". Ribbons (tabs) are customisable and my not look the same for all.
