You can't expand the row at all or after the certain size (max row height is 409 points, https://support.office.com/en-us/article/excel-specifications-and-limits-1672b34d-7043-467e-8e27-269d656771c3).
And with Wrap Text format does Home->Format->AutoFit Row Height works?
