Can't Move/Copy or Create Sheet

Plus symbol next to sheet tabs is grayed, right clicking on sheet tabs Move/Copy grayed. Sheet and Workbook are unprotected. What am I missing?

Sheets and workbook ARE/WERE un-protected. Move/Copy sheet function is grayed out.

    Two that I have observed this behavior. Both are based on the same template, developed by a 3rd party, who is long gone. The workbook performs a number of statistical calculations after you un-protect the sheets and add data.

      Eric_Wentorf  are these sheets macro enabled? (.xlsm or .xlsb or .xls)  and do you know if there is VBA code?
