Can't edit a note - a line appears
To edit a note in a cell, you can select the cell to display the note, go to the Review tab, and select “Edit Note” in the Notes drop-down menu.
Alternatively, you can right-click the cell and pick “Edit Note.”
Then place your cursor inside it to make your change.
If you are having trouble editing an existing note because a line appears when you hover over the cell and disappears when you right-click and go to edit note, one possible solution is to zoom in so you can see the very thin hairline that looks to be a note textbox.
Click on it so the little resizing points appear on the screen.
Then drag one of them down so the Note appears.

Is that on specific file or on any one?
I am having the same problem. It's like the edit note function isn't working as it should. If I keep trying, eventually I am able to get into the note to edit it. It takes multiple tries, going between Show/Hide Note to make it visible, and Edit Note to try to access it to make changes. I know how to use this function, it just isn't working correctly.
I can't reproduce that in my environment, Edit Note from the cell right click menu always forwards to the note editing. Independently note is shown or hided.
That's Excel 365, both on Current and Beta channels.
