Cannot Open Downloadable Files In Excel 2016

To me, it sounds like an issue withthe default program for the filetype in your operating system.
If you have Windows 10, here's how you would change it:
Start > Settings > Apps > Default Apps > Scroll down and select "Choose default apps by filetype"
You'll then see all the filetypes and the default programs to open them. Looks for .csv, .xls, .xlsx, .xlsm, etc... and reassociate Excel with those filetypes.

I Google searched how to change the default program in Windows 7 and got the info I needed. This did resolve the issue. I appreciate your reply!
