Cannot access certain themes in Excel

I have been trying to get the theme, Headlines, on my Excel. I have tried downloading a PP with the same thing and saving the theme as a custom one. I have also restarted, updated, and fixed and problems containing to Office 365. I have been receiving help from tech support for over an hour trying to resolve this and am at a loss. Privacy settings through rust center didn't work either. I am at a complete loss.
