Can not open Microsoft 365 Excel
I've disabled all the add-ins, however when I try to open Excel, it just freezes. I've tried to use the online troubleshooter as well as uninstalling and reinstalling and nothing works.

Confirm whether Excel itself is freezing or Windows is blocking it
Try this exact test:
Press Win + R
Type: excel.exe /safe
Press Enter
If…
- If Excel still freezes in Safe Mode → the problem is not add-ins
- If it opens → something external (printer, graphics, profile, registry) is causing the freeze.
Without more information about your specific situation, it's difficult to say for sure that this will solve the problem.
